Duty-Free Fuel Operations
Rudder Yachting and Shipping Agency supplies the transit fuel requirements of yachts and vessels sailing abroad within the administratively designated port area specified by the Ministry (Fethiye Harbour Master’s Office – Dikili Harbour Master’s Office).
Following the supply of transit fuel obtained in accordance with legal procedures, it is essential that the relevant vessel proceeds to sail abroad.
Rudder Yachting and Ship Agency meets transit fuel requests of the desired type and scale, including Marine Diesel and Euro Diesel.
It is of utmost importance that the transit fuel received is used exclusively for international voyages.
Transit fuel must under no circumstances be used for cabotage voyages.
Following the receipt of transit fuel, the vessel is required to complete all necessary entry and exit procedures at the foreign ports it will call at through official channels.
If the vessel re-enters Turkish territorial waters without having entered any foreign port, the tank allocated for transit fuel must be completely emptied.
In the event that any fuel remains, the quantity of the remaining fuel must be reported during the entry procedures in order to be communicated to the administrative authorities, and the remaining fuel shall be subject to taxation.
Failure to provide such notification shall result in the shipowner being subject to an administrative fine imposed by the competent authorities.

Fuel Transactions with Zero Special Consumption Tax
As of January 1, 2004, fuel with zero excise tax is used, and all commercial-type marine vessels flying the Turkish flag and engaged in commercial activities benefit from the zero excise tax fuel application in accordance with the principles of the Excise Tax (I) List Application General Communiqué issued by the Ministry of Treasury and Finance.
